Display handling of airbag or belt tensioner units

If you handle airbag or belt tensioner units of category P1 in the course of your commercial activities without igniting them, you must report the handling.

Airbag and belt tensioner units contain pyrotechnic substances (detonators). They are therefore subject to the Explosives Act. If handled incorrectly, these components pose a considerable risk of serious injury or even death. Airbag and belt tensioner units may only be installed and removed by qualified, trained personnel. If you handle airbag or belt tensioner units of category P1 as part of a commercial activity, but without igniting them (e.g. when installing and removing them in vehicle workshops), you do not require a licence in accordance with Section 7 of the Explosives Act. However, the prerequisite for this exemption from the authorisation requirement is that the handling is carried out by trained personnel - i.e. with "limited specialist knowledge". If you as an employer are handling airbag or belt tensioner units of category P1 in your company for the first time, you must notify this in writing.

Prerequisite

You may handle airbag or belt tensioner units of category P1 without a licence under the following conditions:

  • Your company must have trained personnel, i.e. the employees concerned have the necessary so-called "limited expertise" by attending a relevant training course (for example from a car manufacturer or a chamber of industry and commerce) on handling airbag or belt tensioner units without a licence
  • You do not deploy the airbag or belt tensioner units when they are removed, i.e. you do not ignite them.
  • You store the airbag and belt tensioner units in accordance with the provisions of the explosives regulations. In particular, reference is made to number 4 of the Annex to the Second Ordinance to the Explosives Act and the Explosives Storage Directive 410.
  • You comply with the quantity thresholds for storage without a licence in accordance with Annex 6 to the Annex to the Second Ordinance to the Explosives Act:
    • in the working room: maximum 10 kilograms net explosive mass (NEM),
    • in the storage room: a maximum of 10 kilograms net explosive mass (NEM),
    • in a storage room in a building without living space (with F30 walls and T30 doors): maximum 100 kilograms net explosive mass (NEM)

      Note: The content of net explosive mass can be found printed on each airbag or belt tensioner unit or in the manufacturer's instructions for use.

  • in large district towns: the town council
  • otherwise the district office
